APLAWS e-government CMS

Several news sites are running stories on APLAWS. APLAWS is a content management system based on Redhat Web Application Framework:

Redhat Web Application Framework has an unusual history: during the venture capital period at ArsDigita, Ars’ content management system ACS was rewritten from TCL to Java. Eventually Redhat bought the remains of ArsDigita, rescueing ACS in the process. Since then, ACS is renamed to Redhat /Whatever/ Framework. Redhat has some documentation on the framework, but this feels far from a vibrant community [October 2006: link is gone, can't find anything on redhat.com.].

Yet, when I look at the feature list for APLAWS, it’s very complete and to the point. So, how come on the one hand there’s this seemingly dead product with great pedigree, and on the other hand there’s a perhaps even thriving system built on top of that? I’m confused.
